İYS · The national system in Turkey where businesses that send commercial electronic messages (SMS, e-mail, calls) register recipients' consents, and where recipients can see and withdraw those consents.

Why it matters
Under Law No. 6563 and the related regulation, commercial messages cannot be sent to recipients whose consent is not registered in İYS; exceptions, such as messages sent to traders and tradespeople, are regulated separately. Recipients can register their refusal through İYS, and sending without consent can lead to administrative fines. Purely informational messages such as order and shipping notifications do not need prior consent; if promotional content is added to them, they count as commercial messages.

Example
Before sending a campaign SMS, a shop compares its list with İYS records. Numbers whose consent is not in İYS, or who have registered a refusal, are removed from the send.

Common mistake
Not registering marketing consent collected on the website in İYS. Even if the business holds the consent, the message cannot be sent unless it is registered in İYS.
