We make custom ceramic homeware and used to get an average of 180–200 orders a month through our website. For two months, we had two ad campaigns running smoothly on a daily budget of 600 TL, with very reasonable CPC and conversion costs. However, last week studio rent and raw material purchases hit at the same time, causing a serious cash crunch.

To urgently slash expenses, we went into Ads Manager to turn off our Instagram ads and paused both campaigns. But starting the very next day, our daily unique visitor count plunged from 450 to around 60. Over the past five days, we've only received a single order from the site; business has practically ground to a halt.

Would it have made more sense to pull the budget down to around 150 TL a day instead of shutting the ads off entirely? Did completely pulling the plug ruin the algorithm's learning phase? If we turn the campaigns back on now, will we regain the old efficiency, or do we need to rebuild them from scratch?

Short answer: Turning off Instagram ads freezes the campaign's data collection cycle completely, and when you reactivate an ad after a prolonged pause, the system usually restarts the learning phase from scratch. During a budget bottleneck, instead of shutting down the campaign, you should have gradually scaled down the budget by 20–30% or paused underperforming ad sets to preserve the core audience.

Social media ad algorithms continuously test profiles to find the lowest cost per conversion within your set budget, establishing auction equilibrium. When you stop the ads, you lose that auction positioning. If a campaign stays off for more than five days, the pixels and targeting models cool off. Even if you reactivate them right away, they might not hit their previous spend efficiency for the first few days.

The healthiest move right now is not turning the old campaigns back on directly, but creating a small retargeting ad set aimed at people who visited your site, made a purchase, or added items to their cart over the last 60 days. Target this warm audience first with a 150–200 TL daily budget. Once cash flow stabilizes a bit, launch a new conversion campaign using your historically best-performing creatives and copy, scaling the budget by no more than 25% every three days.

When you pause and resume an ad, the dashboard triggers a 'learning phase' notice. Even when cutting your budget, don't slash it by 70% overnight; scale it down gradually in 2–3 day intervals.

Last year during a similar cash crunch, we paused a campaign spending 800 TL a day for 10 days. When we turned it back on, CPC shot up from 4.20 TL to 8.60 TL. We only got our old efficiency back after rebuilding the campaign from scratch and letting it run for 3 weeks.

Don't just flip the paused campaign back on right now. First, set up a campaign targeted strictly at your existing followers and people who have engaged with your profile. If your budget is 150 TL put all of it into this warm audience so you can get some emergency orders flowing in.

We sell jewelry and panicked and paused everything right before the holidays too. When we turned them back on, it blew through budget for two days straight without a single lira in sales. Then we realized the algorithm forgets who to target once paused, had to rebuild it from scratch.

Don't beat yourself up, when cash is tight in retail the first reflex is always to cut ads completely normal... But take it as a lesson for the future: trimming the budget is fine pulling the plug entirely is a no-go.

Correction: I misremembered the figure, it was a bit lower.

Next time budget gets tight, take these three steps: 1) Pause broad audience ads, 2) Keep only abandoned cart retargeting live, 3) Lower the budget in small percentage drops every two days instead of all at once.
