Agency is separating UI and UX design and pricing them individually — what's the difference, who should I pay for?

We are developing a mobile app and web platform for home cleaning and maintenance services in the Saudi Arabian market. We're at the MVP stage, our dev team is ready, but we're in talks with a digital agency for the interface and design. The agency sent us a proposal with two separate line items: 32,000 SAR for UX research and wireframing, and 24,000 SAR for UI visual design and the design system, totaling 56,000 SAR.

What confuses me is this: in the market, these two concepts are always sold under a single title. Why are they splitting the process in two and billing them separately?

Since our budget is limited, what do we lose if we just get the UI done directly and hand the prototype over to the developers? Or is the agency unnecessarily blowing up the scope to hit us with double the cost?

Short answer: UI is about how the screens look; UX is about how the app works and how smoothly a user can order a service with the least amount of friction. Having them as separate line items isn't an inflated cost, it's a natural requirement of professional product development.

The proposed total budget of 56,000 SAR is within a reasonable range for two-sided marketplace projects. The work to be done in the UX phase includes: competitor analysis, structuring order flows based on local user habits (e.g., address selection and payment preferences of a user in Riyadh), information architecture, and grayscale wireframes. In the UI phase, colors, typography, button states, Arabic right-to-left layout compatibility, and the component library the developers will use are built on top of that skeleton.

What happens if you skip the UX process and jump straight into designing the UI? You get an app that looks gorgeous, but where users get lost trying to book an appointment or give up halfway through filling out a form. The revision fees you'll pay developers to fix logic flaws discovered after the code is written will far exceed the 32,000 SAR you think you're saving. If you must cut the budget, reduce the scope—meaning, push extra features to later stages, but never scrap the UX research and wireframing phase entirely.

When one person does both jobs in the market, it's usually on smaller gigs, and those folks are mostly just drawing visuals anyway. Think of UX as the architect calculating the structural load and drawing the floor plans, while UI is the interior designer picking the wall paint and furniture. You can't paint walls without load-bearing columns.

On our first project, we skipped UX research and paid 18,000 SAR just to get the interface drawn. Once we went live, a huge chunk of users were dropping off before even reaching the checkout step. We ended up burning 25,000 SAR on a redesign plus two months of developer salaries just to fix the flow. Splitting them from day one is cheaper.

This distinction is twice as critical for Arabic interfaces. In an RTL layout, the direction of icons, the logic of form fields, and microcopy are completely different from standard Western UIs. Make sure to get it in writing whether the agency will run local user tests during the initial phase.

The agency splitting it up makes sense, but they really need to justify that 32,000 SAR research fee. If all they're going to do is pull inspiration from ready-made templates and draw gray boxes, that's not UX design. Ask them point-blank if they will conduct real user interviews and clickable prototype tests.

If you want to bring the cost down, do this: use an off-the-shelf template for the service provider/cleaner portal initially, and only have the agency design the mobile screens where end users place orders. That cuts your screen count in half and drops your budget to around 35,000 SAR.

Before approving the quote, make sure the agency guarantees these two deliverables: 1) For UX: user flow diagrams and a clickable grayscale prototype. 2) For UI: a developer-ready design system, Arabic font licenses, and error states for all screens.

if a single person claims they do everything they're usually just a graphic designer drawing random buttons... keeping them separate is way healthier but make sure the agency commits to strict delivery dates in the contract, projects tend to drag out otherwise.
