What does the UI/UX design line item mean in an agency proposal, and should it be paid separately?

We have been operating as an industrial packaging manufacturer in Izmir for 14 years. We want to completely overhaul our legacy web portal where our distributors place orders, track their balances, and generate quotes with custom discount tiers. A software agency we met with quoted us 185,000 TL for the entire project. However upon reviewing the proposal contract, we noticed that 50,000 TL of that amount was listed as a separate line item under "User Experience and User Interface Design (UI/UX)".

Up until now we assumed this work simply meant picking button colors or making the pages look pretty. The software agency, on the other hand, insists that coding cannot begin without this stage, or the entire process will stall. What exactly does user interface and user experience design encompass in a web software project and should it truly be billed as a separate item from development? Also if we approve this budget, what concrete deliverables should we have written into the contract?

Short answer: Having UI and UX design broken out as a separate line item in the quote is completely standard and professional. That's because this process isn't just about how a site looks; it establishes the business logic, page architecture, and ease of use that allow your distributors to place orders with minimal clicks.

While user interface design covers the visual elements, experience design optimizes every single step a user takes from the moment they land on the page until an order is completed. If this phase isn't handled as a dedicated process, developers will just cobble screens together based on their own assumptions. As a result, your distributors won't be able to find their account balances, will run into errors checking out, and you'll end up having to rebuild the system from scratch after development wraps.

For this 50,000 TL design fee, you must get these concrete deliverables written into the contract: 1) User journeys and flowcharts: The logical mapping of distributor ordering steps. 2) Wireframes: Low-fidelity structural sketches of features and button layouts. 3) Clickable interactive prototype: A complete simulation of the design that you can click through and test as if it were a live system before a single line of code is written. 4) Design system and component library: Standard button, form, and table elements that the developers will use during implementation.

If you tie these deliverables to the contract and require formal sign-off before software development begins, you will get more than your money's worth out of the investment.

UX design is the architectural blueprint of a building, UI design is the paint and interior decor, and development is the actual construction work. If you start construction without an architectural blueprint, you'll end up having to knock down walls later.

Two years ago we skipped budgeting for design on a similar distributor portal, and the developer just did whatever he wanted. The dealers couldn't use the system, and we ended up spending an extra 70,000 TL on revisions just to fix the screens.

Accept that line item in the quote, but make sure a clickable prototype delivery is a mandatory condition. Once the team finishes the design have two of your distributors run through test orders on that prototype so you can catch friction points before any code is written.

Is the agency going to interview your distributors during this process, or are they just going to draft designs sitting at their desks in their office? UX design only proves its worth when you actually interface with real users.
