We run a boutique catering service in the Paris area for private events and corporate meetings. We put together a video ad set with a 60 EUR daily budget targeting 1,200 EUR total for spring bookings. The campaign got approved and switched to 'Active' yesterday morning, but 36 hours later, impressions are still flat at zero.

Not a single cent has been spent. There are no declined cards, overdue balances, or explicit restriction warnings in the billing section. I reached out to support, but all I got were boilerplate canned responses.

What hidden factors cause an approved ad to get zero impressions for days? Did we hit a technical snag in our audience pool or bid settings that we're overlooking?

Short answer: An ad showing active and approved but getting zero impressions is usually due to a hidden account-level spending limit, an overly narrow audience pool, or a bid cap that's too low to enter the auction. Even if the system approves your creative and copy, the ad won't serve if the auction engine can't find viable ground to compete.

To fix this without wasting time, run through these steps right away:

1) Check your account spending limit: Go to billing and payment settings in Ads Manager. If an 'Account Spending Limit' was previously set and reached, all campaigns will instantly stop spending, even if your card is totally fine. Reset the counter or remove the limit.

2) Fix your bidding strategy: If you're using a cost cap or manual bidding at the campaign level, the target amount might simply be too low to win auctions in a cutthroat market like Paris. Switch the strategy to 'Highest volume' (lowest cost/auto-bid).

3) Audience size: If you restricted targeting to specific postal codes and layered narrow interests on top, your audience pool might have dropped below 10,000 people. Broaden your targeting slightly so the algorithm has room to distribute initial impressions.

Once you've checked these, don't just leave the current ad set sitting there—duplicate it into a fresh ad set and publish it; that will kickstart the stuck delivery loop.

When setting up your audience, was the estimated audience size dial in the green, or was it throwing a "too specific" warning? Also, did you boost the post directly through the profile or set it up in Ads Manager?

sometimes text density in the first frame or the subtitle format tanks your auction quality score. the ad gets approved but scores too low to ever serve. anyway try spinning up a small test ad set with a single static image to see what happens imo.

Don't bother fighting the dashboard. Sometimes the backend just bugs out and the campaign refuses to budge no matter what you tweak... Simply duplicate the campaign turn off the old one, and it usually starts spending within half an hour... Seen it happen dozens of times.

Don't wait on support, they'll just look at the active status on their end and tell you everything is working fine. The issue is almost always a security verification hold on the payment profile, or your targeting is overlapping with another active ad set.

4 quick diagnostic checks: 1) See if there's an ID verification prompt under payment settings. 2) Temporarily strip out detailed interest targeting, leaving just age and location. 3) Remove any bid caps. 4) Duplicate the ad set to trigger it under a fresh ID.

Waiting around is a waste of time. Duplicate the ad set right now, expand your geo-radius by 5 kilometers, bump the daily budget by 10 EUR, and launch the new set. Just turn the old one off.

There's a part I don't understand. Merge instead of deleting; deleted content doesn't come back.
