Google Ads showing 'conversion tracking setup is incomplete' — are our conversions being tracked wrong?

We run an e-commerce site selling custom home textiles in the UK. I manage a monthly Google Ads budget of around 2,500 GBP. Last week, a red notification popped up on the dashboard saying 'Conversion tracking setup is incomplete'.

The weird thing is, we get regular orders through the site every day, and Google Ads keeps recording 4 to 6 purchase conversions daily. So technically, it doesn't look like the system is ignoring orders entirely.

But this warning on the dashboard really confused me. Are we only capturing a fraction of actual orders, or did the system detect an inconsistency because a tag fired twice? What checks should I run, and how can I verify that this data is accurate?

Short answer: Getting this warning despite receiving orders usually happens because there's a secondary action whose conversion tag hasn't fired in the last 48 hours, or your purchase tag is being blocked on certain browsers. If the conversion count in your dashboard doesn't match the actual order volume in your store backend, you are indeed losing data.

Your first step should be opening the conversions summary table in Google Ads and reviewing the status of each goal individually. In many businesses, an old action like add-to-cart or a form submission is left enabled; if that action was removed or its URL changed, the system flags the entire account with a setup incomplete warning. If your main purchase goal looks active, the issue is simply one of these dormant goals; removing them or switching them to secondary will clear the alert.

Second, verify the integrity of your main purchase goal. Place a test order on your site with tag debugging active, and confirm that the order value and transaction ID are being passed correctly to the tag on the thank-you page.

Finally, compare data from the last two weeks: place the number of paid orders from your e-commerce platform side by side with the conversions reported in your ads dashboard. If there's a significant discrepancy, you're likely facing an integration gap, such as your cookie consent banner blocking tags before the user gives consent.

Sending an empty transaction ID parameter on the tag side can trigger this alert. Google expects a unique order ID to prevent counting the same order multiple times. If the tag fires again when users refresh the page and no ID is found, the system flags the setup as broken. Check your thank-you page data layer.

Happened to our UK business too. We were spending 3,000 GBP a month on a WordPress site when this alert appeared. When we checked, the ad dashboard showed 40 conversions, but our store had 58 paid orders. Turns out cookie blocking on some mobile browsers was preventing orders from registering on the dashboard at all. Switching to server-side tracking closed the gap.

Just place a 1 GBP test order yourself right now. Filter outgoing requests in your browser's network tab. You'll see within seconds whether a payload returning a 200 response is actually reaching Google's servers on the thank-you page. Dashboard warnings can lag by up to two days sometimes.

Half the alerts in the dashboard are just automated algorithms panicking for no reason. We got hit with that warning once just because nobody clicked our contact form for three days. If your primary purchase conversion works and the order counts match up don't panic and break a working setup—check your inactive goals first.

had the same thing happen, the order confirmation url changed after a theme update but the system was throwing an error because it still considered the old url as a primary conversion once i removed the old goal the notification disappeared.

Did you set up the conversion tracking via a tag manager or by hardcoding it directly into the theme? Also, did you roll out a new cookie consent banner on the site recently?

Nothing to stress over, if your ads are running and orders keep coming in, your money isn't going to waste... btw it's likely just a minor goal mismatch under the hood clean up the goals in your dashboard and you'll be fine.

Bottom line, it comes down to two possibilities: either an old, unused conversion goal isn't sending signals so the dashboard shows an account-wide warning, or cookie restrictions are dropping some of your real orders before they hit the dashboard. Checking transaction IDs and auditing your dashboard goals should be your first step.

Updating an existing page yields faster results than creating a new one. Good luck with that.

If I were you, I'd go this route.
