Two options for ad budget management: 1) Agency manages — agency opens account, manages budget. 2) Client manages — you open the account and give the agency access credentials. If the question is who controls the budget, you should be the one managing it.
Problem when there's a lack of control: can the agency cheat? Possible. For example: they say ad spend is 10,000 TL, spend 7,000 and pocket 3,000. To avoid this: 1) You open the account, give the agency access. 2) Your own credit card is on the Google Ads account. 3) Ask for monthly reports (conversion, CPC, ROI).
