They said 'you'll have 5 pages' at the start but now we're at 12 pages — why aren't they asking for more money?

agency started in june. they said 'site will have 5 pages'. i understood: homepage, products, about us, contact, blog. they started working.

but a few weeks later a couple more pages were added. then category pages came. customer review page. terms and conditions page. we hit 12 pages. agency didn't delete anything, didn't ask for more money.

i asked why, they said 'we're expanding as it grows, then we include the cost in scope'. but why did they accept this method in the first place? didn't we agree on the quote? or did someone just tell me it was simple?

this is the issue called 'scope creep'. if it starts as '5 pages', it should stay 5 pages. but the client or agency adds new things saying 'this falls under scope'.

the agency might accept this because: 1) they want a reference, i.e. 'if i give them a fancy product, the client is happy and tells others' or 2) the requests weren't that explicit ('how did the terms and conditions page become a new page?'), or 3) their developers weren't enough they had time, so they just did it.

going forward: define '5 pages' exactly in the quote. ask 'is terms and conditions a static page or dynamic system?'. the contract should state 'out of scope: database integration, links to external systems, unlimited pages'.

bro i got from an agency like this too, they seemed great at first but ended up doing 8 pages instead of the estimated 3 then naturally i was happy, i'm calling them for references now.

the agency being this flexible isn't for customer satisfaction. either they're bad at estimating (skill issue), or they plan to raise prices later (scammy).

Without arguing: get a list of pages at the end of each month or every 2 weeks. written list. say 'if this fits into the 5 pages we're good, if not can you let me know?'.

Since you got a good agency, you can see this as a positive. but say 'to continue from here, let's get these approved in writing' and take control.
