Need professional photos for the site — will the agency do this or an external photographer? Who bears the cost?

Same happened to me... The agency said 'you find the photographer', so I hired one for 3000 TL... Then the agency said 'this image is pixelated', I asked the photographer they fixed it for an extra 500 TL... Shouldve shared the issue with the agency but oh well.
