Agency wants to set up Google Tag Manager: What does it actually do and what are the risks of a bad setup?

We run an e-commerce site based in Milan selling Italian design home textiles and furniture. We use WordPress, and our monthly turnover hovers around 40,000 EUR. I mean the digital marketing agency we recently signed with told us they want to remove all the analytics and pixel codes directly from our theme and set up Google Tag Manager instead. They claim this will eliminate code clutter and let them track everything from a single dashboard.

Here's what confuses me: what exactly does GTM do, and won't managing this many tags without a developer slow down the site? Is there a risk of counting conversions twice or misreporting revenue because of a wrong rule? Most importantly who should own this account? If we part ways with the agency down the road, what happens to our site's tracking infrastructure?

Short answer: Google Tag Manager is a bridge panel that lets you add and manage analytics ad pixels and conversion tracking codes from a single hub without directly modifying your website's source code. When set up properly, it cuts out reliance on developers, but if triggers are misconfigured, it can slow down your site or count sales twice.

The system works with three core components: Tags (what to send to the site, e.g., ad conversion code), Triggers (when that code fires, e.g., landing on the 'order completed' page) and Variables (what data gets passed, e.g., the total cart amount in EUR). This way the agency doesn't have to inject new code into the theme every time; they just publish rules through the panel.

You need to be very strict about account ownership. You must create the GTM account and container yourself using your company's own Google email address. Only grant the agency admin or edit permissions. Never let the agency create the container under their own account; otherwise, when your contract ends you'll lose your entire tracking history and existing setup.

Follow two simple rules to prevent risks. First require the agency to test every change in GTM's preview mode and get your sign-off before publishing it live. Second, make sure they completely purge the old analytics codes from your theme; if the same code remains in both the theme and GTM page views and revenue will be reported double.

Don't take account ownership lightly. Sign in with your company's primary Google account, create the container, and invite agency staff as users. GTM maintains a version history, so you can see with one click who published which change and when, and if something breaks, you can roll back to the previous version in 10 seconds.

The most critical piece for e-commerce sites is the data layer integration. If your e-commerce theme isn't pushing order values, currency, and product IDs into the data layer properly, GTM triggers will try to scrape random text from the page. That leads to faulty order totals. Make sure your theme supports a standard e-commerce data layer.

GTM cleans up code clutter, but it doesn't automatically make your site faster. Agencies love saying "we're handling it all with one snippet," but if they stuff 15 heavy marketing pixels inside GTM, the browser still has to download all 15. Make the agency justify every single new tag they load onto your site.

We went through a similar migration last year on our clothing store in Milan. The agency misconfigured the purchase trigger, so every time a customer refreshed the thank-you page, it tracked it as a new sale. We showed 12,000 EUR in inflated revenue on Analytics, and we only caught it 3 weeks later during accounting reconciliation. Manually verify the first 50 orders after launch.

Here's what you need to do right away: 1) Open the GTM account under your own name. 2) Grant user access to the agency. 3) Back up your theme before deleting old Google and social media pixels. 4) Place a test order immediately after GTM goes live and verify it in the preview panel.

definitely open the account with your own email. sometimes agencies hook it up to their own panel and when you part ways they won't hand it over or u have to build from scratch and i mean also since you're in europe make sure they integrate the cookie consent banner with gtm.

Since you're operating in Italy, privacy laws are heavily enforced. Will the agency link the triggers to your site's cookie consent banner during the GTM setup? Does GTM know to block pixels if a visitor rejects cookies? Make sure you ask the agency this directly.

GTM is the right tool but never hand over the keys. Keep ownership on your end and only give the agency working access.

How did you solve this? Mistakes made on the google tag manager side are usually reversible but expensive.

Ranking is the result, search intent is the input. Look at intent first. That's all, sorry if I went on too long.
