Is it risky to share the Google Tag Manager ID requested by an agency, and how should access be granted?

We are a business that rents and sells commercial industrial cleaning equipment. Three weeks ago, we signed a contract with a new agency to manage our digital ads for a monthly retainer of 25.000 TL. During the onboarding process, their tech specialist requested our website's Google Tag Manager ID and full administrator access to the dashboard.

We manage our website's source code and servers internally. The agency states this access is mandatory to set up conversion pixels, Google ad tags, and form submission tracking. However, our technical team is cautious since code can be directly injected into the site via GTM.

Does sharing the Google Tag Manager ID with the agency create a security vulnerability on its own? Furthermore, is there a standard, secure way to let them accurately track conversions without granting full admin rights to the container?

Short answer: Sharing your website's Google Tag Manager ID (the GTM-XXXX format code) with the agency carries zero security risk; that ID is already publicly visible in your site's source code anyway. What you actually need to watch out for is giving agency staff 'Administrator' or 'Publish' access in the GTM dashboard instead of retaining the approval process yourself.

The Google Tag Manager console is used to run third-party JavaScript without directly touching your website's source code. This means if you give the agency unrestricted publishing rights, they can technically inject external scripts into your site, track user behavior, or access form data. Therefore, you should never assign an 'Admin' role to an agency.

Here is the secure workflow: Add the agency's corporate email address to the GTM dashboard with 'Edit' permission at the 'Container' level. With this role, the agency can create and test the necessary conversion tags, triggers, and pixels, but they cannot push them live to the site. Once they test changes in preview mode, they submit them to you for review. Your own technical team inspects the added tags and hits the 'Publish' button themselves.

The permission steps are very straightforward: Go to the GTM Admin tab and open User Management. Enter the agency contact's email and select only 'Edit' under Container Permissions. Leave the 'Publish' box strictly unchecked.

In line with information security protocols, granting publishing rights to external partners is not recommended. A misconfigured tag could compromise the confidentiality of form data or hurt page speed. An approval-based workflow model should also be defined in the contract.

Agencies always ask for full publish rights to speed up their workflow, that's normal. But don't surrender control. Let them set up the tags, notify you during working hours, and you can just spend two minutes reviewing and publishing them yourself.

the gtm code itself isnt a secret anyway hit f12 in source code and its right there. honestly the risk is panel permissions. dont give publish access let them edit u review and publish, done.

A checklist to follow while an agency works in GTM: 1) Always have your developer review custom JavaScript tags, 2) Make sure password or sensitive input fields in forms aren't being scraped, 3) Prevent heavy tracking libraries from being loaded onto the site unnecessarily.

This is exactly why container version history exists. Even if someone adds unauthorized code, you can roll back to a clean previous version in GTM with one click. Still, granting edit access while keeping publish rights in-house is the most mature approach.

You're right. Mistakes made on the google tag manager id side are usually reversible but expensive.

Any unwritten clause becomes a point of disagreement later, as both sides remember it differently. If I were you, I'd go this route.
