Conversions double-counting after setting up GA4 events, where am I going wrong?

I run a platform selling online vocational training courses based in Madrid. We have a monthly ad budget of around 4,200 Euro, and to measure conversions, I set up registration form submissions on our website as a GA4 event... I did the setup myself via tag manager and configured it during testing to fire on form submit.

The problem is, checking the dashboard over the last two weeks, theres a huge gap between the number of people submitting forms and the event count in GA4. While 140 new form submissions landed in our CRM, the event shows up 285 times in the analytics dashboard. btw nearly every form submission is being counted twice.

This is throwing off our ad optimization and making our cost per conversion look cut in half compared to reality. Where does this double-counting usually come from during GA4 event setup and how can I audit and fix this without breaking the setup?

Short answer: The most common reason form conversions show up exactly doubled in GA4 is that the same form submit is being captured both via a custom event in Tag Manager and automatically through GA4's built-in 'enhanced measurement'. The second most common cause is the tag refiring whenever the thank-you page is refreshed or browser history state changes.

To troubleshoot this step by step, follow this checklist:

First, head to Admin > Data Streams > Your Stream in GA4. Click the gear icon under 'Enhanced measurement' settings. Check whether the 'Form interactions' toggle is on. If it's enabled and you're also pushing a manual form event through Tag Manager, the system logs every submission twice. Turning off automatic form tracking and leaving full control to Tag Manager is the cleanest route.

Second, inspect your trigger in Tag Manager. If your trigger relies on the thank-you URL loading, a new conversion gets logged whenever a user refreshes the page or reopens the tab on mobile. To prevent this, check the 'Once per page' option on the trigger, or better yet, push a one-time custom event to the dataLayer upon form submission instead of relying on page redirects.

Finally, check the 'Counting method' setting under the GA4 Events tab for the event marked as a conversion. This defaults to 'Once per event'; switching it to 'Once per session' will ensure that accidental duplicate triggers by the same user within a single session only count as one conversion in your reports.

For a quick check, start by turning off the 'form interactions' toggle under GA4 Enhanced Measurement. On most sites running paid ads, that auto-feature ends up firing erratically on random button clicks or abandoned forms anyway and messes up data.

Correction: I misremembered the figure, it was a bit lower.

Enter preview mode in Tag Manager and submit the form. Look at the timeline steps on the left of the summary panel. Click on your triggered tag when the form submits and see if it fired once or twice. If it says two, your trigger condition is catching two DOM events simultaneously.

We had a similar issue last month on a campaign with a 3.500 Euro budget. We had 80 actual sales, but the dashboard showed 162 conversions. Turned out it was due to users bookmarking the thank-you page and revisiting it. We changed the counting method to 'once per session' and the discrepancy between the CRM and analytics dropped to a reasonable level.

this is every marketer's nightmare—you think the ad dashboard looks amazing but the money hitting the register tells a different story. tbh good thing you caught it early; fixing it before the data gets completely messed up will save the ad algorithm too.

you probably have both the direct gtag code and tag manager installed on the site and both might be firing simultaneously on page load check the source code to see if it's called twice

When registration is completed, does it redirect the user to a separate thank-you page, or does an inline green confirmation message just appear where the form was? Did you set it up using a URL rule or a form submission trigger?

Changing the counting method to 'once per session' only masks the symptom, it doesn't fix the root cause. If the tag is double firing or conflicting with enhanced measurement, that unnecessary data bloat continues in the background. You need to find and remove the redundancy directly in the tagging architecture.

The cleanest approach in measurement setup is always a custom data layer event pushed by the developer upon successful form submission. Relying on URL-based or click-based rules constantly leads to these kinds of double-counting issues whenever theme changes happen.

Mistakes made on the GA4 event setup side are usually reversible but expensive. Of course, it varies if your situation is different.
