Agency says we need to set up Google Tag Manager — what does it actually do, and is it necessary?

Weve been running a small workshop in Barcelona for two years selling handmade leather bags and accessories. We sell both through our physical shop and our WordPress-based site. On the web side we get an average of 40-50 orders a month. tbh the local agency we hired for digital marketing stated that on top of their 450 Euro monthly retainer Google Tag Manager (GTM) needs to be installed on our site, and they quoted a one-off 300 Euro setup fee for this.

We already have Google's basic visitor analytics tool active on our site and I can track orders from the dashboard. The agency on the other hand claims that without GTM, we can't properly optimize button clicks, add-to-carts, and ad conversions.

We don't have an in-house developer; we outsource any technical changes to the site. honestly is this tool really indispensable for a small business, or does it make more sense to just hardcode the tracking scripts directly into the site? I don't want to add an unnecessary layer and overcomplicate things.

Short answer: Google Tag Manager on its own is not an analytics or reporting tool; it's a bridge that lets you manage tracking codes—like ads, button clicks, and form submissions—from a single dashboard without touching your website's source code. If you only want to measure basic pageviews, it isn't necessary. But if you're spending ad budget and need to know which button or campaign drives sales, it's pretty much essential.

Look at the practical benefit for your business this way: whenever you want to add a new ad pixel, a heatmapping tool, or an add-to-cart event, you won't have to hire a developer to inject code every single time. Once GTM is set up, you or your agency can deploy these tags within minutes directly from Google's dashboard without touching the site's files. That saves you from paying developer hourly rates for every minor tweak and eliminates the risk of breaking site code.

A one-time fee of 300 Euro is fairly reasonable by market standards, provided it includes a complete configuration of the e-commerce funnel (add to cart, checkout steps, completed purchase, and button clicks). However, the crucial point is that GTM ownership must be created under your own company Google account. Grant the agency admin access only; that way, if you ever part ways down the road, your entire tag history and tracking setup won't be held hostage by them.

Let's put this into perspective: normally, every marketing tool requires you to 1) paste its own code snippet onto your site, and 2) manually code each event like add-to-cart or purchase. GTM, however only puts a single container code on your site. After that, ad pixels chat widgets, or analytics events are fired from within this container without needing code edits. If you plan to run ads regularly, it makes life a lot easier.

Technically, installing GTM won't slow down your site by itself, but cramming dozens of unmanaged tags into it will inflate DOM load. GTM loads a library and operates on triggers. If the data layer isn't properly configured on your e-commerce site, GTM alone won't be able to pull order values correctly. Make sure to get written confirmation on whether data layer integration is included in the agency's 300 Euro quote.

For our Madrid-based olive oil store, we didn't use GTM the first year. We were paying a local freelancer 40-50 Euro per task every time we needed a campaign pixel added. After making tweaks 7 times a year, it had already cost us over 300 Euro. Since switching to GTM, we haven't spent a single cent on code edits in the last 18 months; the agency set up all triggers themselves right from the dashboard.

Have you clarified what exactly is included in the agency's 450 Euro monthly retainer? If they're managing your ads, configuring conversion tracking should naturally be part of their scope. Does the 300 Euro setup fee include standard e-commerce events (purchase value, item name, currency), or are they just going to paste an empty container and call it a day?

On a WordPress site getting 40-50 orders a month, basic plugins can already pass analytics and ad conversions directly via API without touching any code. While GTM is a great tool, it's hardly mandatory at your scale. Agencies usually insist on it just to make their own lives easier and run a standardized template across all clients—billing an extra 300 Euro is just the cherry on top.

We thought it was an unnecessary expense at first too but once we started tracking WhatsApp button clicks and filter usage we realized which products were actually getting attention. anyway if your budget isn't super tight I'd say go for it saves you headaches later. Just make sure like others said, that the master access to the Google account stays with you, and grant the agency user access later.

if u use wordpress u can connect the gtm container in 5 mins with a plugin but setting up the cart and purchase triggers takes real know-how and if the agency is building out that whole conversion funnel it's worth the money.

Hardcoding tags straight into the site is an outdated practice; if you change agencies tomorrow, no one will clean up that legacy code, whereas GTM keeps everything clean and organized.
