Is free shift scheduling software enough for my shop, or does it pose legal risks?

I manage a two-branch home textiles and homeware store in Turin. We have a total of 9 retail employees and are open seven days a week. Some staff are full-time, while others work part-time on 24-hour weekly contracts. Putting together monthly rosters days off and weekend rotations in spreadsheets takes me at least 8-10 hours every month.

I keep seeing cloud-based shift scheduling apps that offer their core features for free. I'm thinking about switching to one of these tools to send shift notifications directly to staff phones and handle time-off requests.

But considering Italian labor law regulations, the national collective agreement (CCNL Commercio) and the mandatory work registry (Libro Unico del Lavoro - LUL) requirements will this free software cut it operationally? Could we run into compliance gaps or legal liabilities during an audit?

Short answer: Free scheduling tools can certainly make life easier when it comes to assigning shifts and tracking time-off requests in the store. However, when it comes to mandatory Italian labor tracking, required rest periods, and official timecard submissions, free tools on their own fall short and create serious legal exposure.

The primary non-negotiable rule when scheduling retail shifts under CCNL Commercio is the mandatory 11-hour consecutive daily rest period between shifts, required by Italian Labor Law (D.Lgs 66/2003). Generic free international software does not track this rule. If you schedule someone closing the shop at 20:00 to open the next morning at 07:00, the system won't flag it; but during a labor inspection, you'll be looking at administrative fines running into thousands of Euro per violation.

The second issue is the Libro Unico del Lavoro (LUL) data that you must hand over to your commercialist every month. Free tools rarely offer export formats aligned with Italian payroll standards. When part-time flexibility clauses and Sunday overtime rates aren't logged properly, you end up having to recalculate all the hours by hand at the end of the month anyway.

My advice: even if you use a lightweight tool for scheduling announcements and shift swaps, tie your official clock-in/out records and timesheet approvals into a localized system compatible with your accountant's payroll software. For a team of 9, these integrated basic setups cost roughly 3-4 Euro per user per month, and the legal peace of mind easily outweighs the price.

You need to split scheduling into two parts: 1) Next week's roster and 2) Actual hours worked. Free apps handle the first part really well and push clean notifications to the team. But they can't log the second part—the actual clock-in stamps—into the official registry. Don't mix the two up.

We tried using a free scheduler for our grocery store with 7 employees. Out of nowhere, the app hit us with a paywall past 5 users, so we had to leave two staff members off the system. We eventually switched to a local compliance-ready tool; we pay 28 Euro a month, but sending the monthly payroll report to our accountant now takes just one click.

Almost every free tool out there is only free up to a certain headcount. With 9 employees, you'll either hit the cap or run out of the trial period before the first month is even over. Constantly hopping between systems will just end up confusing your team.

If you don't want to allocate a budget right now, just add a simple conditional formatting formula to your existing spreadsheet to check the 11-hour rest rule. Share the shift schedule with employees as read-only via a shared calendar. At least that way, you won't violate any labor regulations.

Under the CCNL Commercio, overtime rates applied when part-time staff work beyond their contracted hours and Sunday compensation premiums are subject to different multipliers. Generic free software cannot calculate these multipliers, leading to discrepancies during payroll processing.

At our store, employees used to swap shifts by texting each other and I had no clue about it. We set up a free app and at least I made it mandatory to approve shift swaps through the app. That chaos is gone, but at the end of the month, I still have to tally up the hours manually.

handing out shifts is easy getting that lul report to match up is the real nightmare... a free app is just a digital version of paper on a bulletin board, it won't back you up in a legal audit at all. anyway shouldn't expect much more tbh.

I have a question, don't want to go off-topic though. The system lives on after delivery; maintenance is a separate line item.

Weekly written progress reports are much more useful than asking for dates. That's all, sorry if I went on too long.
