Is a free shift scheduling app enough for a 12-person care team?

We run an outpatient care service (ambulante Pflege) with a team of 12 in Düsseldorf. Up until now, we've been managing shift rosters and time-off requests by pinning Excel sheets to the notice board and posting last-minute changes in messaging group chats. But shift swaps, sudden sick leaves, and weekend rotations have turned into total chaos.

We're looking for a free shift planning app that staff can download on their smartphones. I've seen a few popular tools out there that are free for up to 5 or 10 users, but our team is 12 people. Are the free versions of these apps enough to handle patient and staff info for a 12-person care service, or will we suddenly get hit with exorbitant monthly bills once we cross the 10-person cap? Also, will free foreign apps give us headaches regarding Germany's data privacy laws and healthcare industry regulations?

Short answer: Free shift planning apps won't cut it for a 12-person care team because almost every provider caps their free tier at 5 or, at most, 10 users. The moment you add the 12th person, you're forced onto a paid plan for the entire team; on top of that, free tools fail to meet the legal requirements and data security standards of the care sector.

The first rule you need to watch out for with these apps' pricing models is this: once you exceed the user limit, you don't just pay for the 2 extra people—you pay a retroactive per-user license fee for the entire team (all 12 people). That translates to a fixed monthly overhead of roughly 40 to 70 Euro, averaging 3 to 6 Euro per employee per month. Free tiers also lock out mandatory care sector features like shift swap approvals, public holiday overtime multipliers, and automated checks for statutory rest periods.

The second and far more critical issue is Germany's data protection (DSGVO) and care sector legislation. A shift roster contains details on which employee visits which patient at what time, along with health info or excused leaves. Most free tools host their servers outside the EU and do not provide the legally required data processing agreement (AVV) to free users. During official audits, you must provide digitally certified proof of employees' statutory working and rest hours retrospectively. Because of this, switching to reasonably priced per-user software compliant with local care standards is far safer for a 12-person health service than relying on free foreign apps.

One of the first documents they look at during a care audit is the shift roster. If you use a free app that doesn't flag violations of the daily 11-hour uninterrupted rest period, inspectors will write up management directly.

We tried a free tool back when it had a 10-person limit. The day our 11th nurse started, the app locked the entire team out of the calendar and wouldn't display any rosters until we paid 4.50 Euro per person per month. We had no choice and ended up paying 54 Euro that month.

Stop sharing patient addresses and staff shift info in messaging group chats immediately. If someone files a complaint, penalties for healthcare data privacy violations are extremely severe.

When monthly salaries and vehicle expenses for a 12-person care team easily run into tens of thousands of Euros, pinching pennies over a 50 Euro/month shift scheduling software—the absolute backbone of your operation—makes zero sense to me.

When choosing software for a care service, verify these 3 things: 1) Servers are in Germany or within the EU and an AVV can be signed, 2) The system warns you about statutory rest period violations, 3) Phone support is available for emergencies.

push notifications are usually delayed on free tools. when a morning shift was changed and the notification didn't go through we had staff showing up late for their shifts.

Are all 12 people on the team full-time, or do you have part-timers or minijob workers? Some paid systems offer discounts by counting part-timers as half a license.

If your budget doesn't allow for it right now, stick to the Excel sheet on the board, but add basic formulas to track rest hours. That's the safest middle ground until you can budget for proper business software.

Yes that's exactly how it is with free shift scheduling app... honestly the real issue isn't the number, but what it's based on.

If you don't write this down from the start, it leads to arguments later... tbh good luck with that.
